In 1959, S. W. Kulubya became Kampala's first African mayor under British colonial rule.

Kampala Municipal Council comprised 31 seats, allocated according to the colonial administration's racial classifications:

9 African
9 Asian
13 European

The city's population was recorded that year as:

24,056 African
19,500 Asian
3,179 European

Thirty engraved brass identification tags and a single perforated metal plate account for the council's 31 seats. The elements are arranged across a cast-iron balance scale.

Three years later, on 9 October 1962, Uganda became independent.
